Why are we doing this?

Achieving Government aspirations, tourism and visitation.

This proposal is fundamental to achieving the ACT Governments Strategy for economic growth over the next decade and beyond through increasing tourism, event visitation and stamping Canberra as a destination of choice from regional, national and international centres, in addition:

  1. Affected and interested parties share a common goal in seeing this happen
  2. The Territory has to have the support of the Commonwealth to achieve these objectives
  3. The Territory has been the subject of, effectively, an Infrastructure/Capital drought for the last decade with less than 25% of per capita Capital funding granted to other States and Territories
  4. The proposed land transfer is the most cost effective way for the funding to be released through a PPP delivery model without adversely affecting the Budget bottom line for either the Territory or the Commonwealth
  5. The concept of a City East Entertainment Precinct is consistent with the Burley Griffin Plan and specifically contemplated in the drawings that support that Plan

Why are so many organisations supporting this proposal?

The various user groups and stakeholders in the Business, Sporting, Entertainment and Hospitality Sectors see this as an opportunity to unite behind the Government to achieve a shared vision as to new infrastructure to replace ageing structures no longer fit for purpose, specifically the Convention Centre and the outdoor Bruce Stadium.

Whilst there has been division as to the “placement” of any new stadium, there is no dissent as to maintaining  the Convention Centre in a City location.

The Proposal outlines changes to the design of a stadium, called the “Inverted Bowl”, that reduces the gross land area required, creates an “events” environment and satisfies the requirements of participation sports using a rectangular field.

These arguments are key to adopting a joint development approach between the Convention and Stadium outcomes, utilising the established entertainment, hospitality and transport infrastructure of the City to augment their integration as a “Precinct” within the wider Cityscape.

This is a unique opportunity, with a proven Business Model of a PPP to aide in its delivery, for intergenerational infrastructure to be delivered without adverse impacts on Government's bottom lines.
